New government figures shows widening phonics gap for disadvantaged children
Disadvantaged pupils are now 17 percentage points behind their non-disadvantaged peers

Disadvantaged pupils are falling further behind in phonics, according to new government figures, underscoring the critical importance of targeted literacy intervention.
The data reveals that pass rates for disadvantaged children in the year 1 phonics screening test have dropped from 68% to 67% this year. The gap between disadvantaged and better-off pupils has widened to 17 percentage points, up from 16 points last year.
Pupils with special educational needs have also seen achievement rates decline, dropping from 44% to 43% this year. Regional disparities persist, with London pupils achieving 82% pass rates compared to just 78% in the North East and North West.
Overall progress since the pandemic has plateaued, with 80% of pupils meeting the expected standard – the same figure as last year and still below pre-pandemic levels of 82%.
The importance of early intervention
At Chapter One, we know that far too many primary school children facing disadvantage struggle with reading, which stops them from thriving in life. These latest figures demonstrate exactly why our programmes are so vital.
Our Early Literacy Intervention (ELI) Programme provides daily one-to-one phonics sessions for children who aren't on track with whole class teaching. Using a bespoke technology tool, trained Early Literacy Interventionists work individually with target children to help them keep up at the crucial time they need it most. In June 2025, 95% of year 1 pupils receiving support from a Chapter One ELI passed the statutory year 1 phonics check - 15% more than the national benchmark.
Combined with our Online Reading Volunteers Programme, which connects children with caring adults who build their reading confidence and love of books, we're tackling the reading gap from both sides: mastering phonics skills and developing a love for reading.
